ABOUT INTERIM CITY MANAGER KIMBERLY BIZOR TOLBERT

Kimberly Bizor Tolbert was appointed Interim City Manager (ICM) of Dallas in May 2024, after serving as Deputy City Manager and Chief of Staff since 2017. With over 30 years of public sector experience, she oversees a budget exceeding $4 billion and a workforce of over 13,000. As the only female City Manager among the ten largest U.S. cities with a Council-Manager system, Tolbert is dedicated to enhancing transparency, accountability, and responsiveness for Dallas' 1.3 million residents.

She launched an ambitious 100-day plan for immediate improvements, resulting in a citywide realignment that saved over $13 million and improved operational efficiency. Tolbert champions customer-centricity through the principles of Connect, Collaborate, and Communicate, while also driving economic growth and social vibrancy. Her recent accomplishments include delivering a balanced budget, securing significant property tax reductions, and transforming contracting for minority and women-owned businesses in major city projects.
